PLEASANTON, Alameda County — October 23, 2026. A city-reviewed ADU design can shorten the initial permitting steps for a Pleasanton homeowner, but an approved image in a plan gallery is not a license to build. The City of Pleasanton’s accessory dwelling unit program is accepting detached ADU plans from qualified designers for preapproval and makes those designs available to interested property owners. The city explicitly states that designers retain copyright to their plans.

Does the city provide the designs free?

The city says a homeowner interested in a specific preapproved drawing must contract directly with its designer for use of that design. The city may host pictures and plan details for comparison, but that does not make the architectural work freely reproducible. Request a written license covering the design, engineering modifications, contractor submission and future plan revisions.

When does a preapproved plan remain valid?

Pleasanton says its preapproval lasts until the city adopts new building or zoning standards that apply to the plan. Because California’s updated building-code cycle became effective in 2026, a homeowner should confirm that the advertised plan is currently approved rather than relying on an old screenshot of the gallery. Ask the designer which edition of the California codes the drawing addresses.

Can a plan be preapproved alongside an actual application?

Yes. Pleasanton offers a concurrent preapproval option for eligible professionals who want their site-specific set reviewed and included in the program at the same time. The city states that such a request does not add time to the site-specific plan check. That is an option for designers, not a substitute for homeowners securing all city approvals.

How does a homeowner apply?

The city’s permit instructions direct applicants to its online Accela Citizen Access Permit Center. The instructions say to select “Addition” as the project type when submitting an ADU/JADU application electronically. Site plans, utilities, current construction plans and any applicable studies and fees still need to be checked and submitted as required for the individual project.

Contact the Pleasanton Planning Division at 925-437-4009 or pod@cityofpleasantonca.gov. Compare available designs and property eligibility before signing with a design-build company. The total cost of an ADU also can include site access, engineering, water and sewer connections, foundation work, fees and inspections, not just the house itself.
